David Hansson was working as a contractor for 37Signals and the project he was working on was called BaseCamp. You will find out that David Hansson figured out that it would take too much time to create Basecamp in PHP or Java and he basically created this framework for Ruby. In the end it took him only 2.5 man months to create Basecamp by using Ruby On Rails.
